ANAC approves fare increases of 7% at Porto and Faro airports and 12% in Lisbon

The National Civil Aviation Authority (ANAC) has approved tariff proposals with increases of more than 7% for Porto and Faro airports and 12.45% for Lisbon airport, it was announced today.

“[…] On December 18, 2023, after analyzing ANA’s tariff proposal and the complaints submitted by users to the regulator, the ANAC Board of Directors decided to approve the tariff proposals for Porto and Faro airports, with the exception of CO2 modulation in landing fees, the PMR fee and its modulation and the security fee, for which the information provided by the concessionaire in the tariff consultation process is not sufficient to allow a final decision,” it said in a statement.

The fare proposal from ANA, the airport manager, for Porto and Faro shows an average increase of 7.39% and 7.41% respectively.

In turn, traffic and ground handling fees at both airports have increased by 8.80% (corresponding to inflation).

ANAC also approved the tariff proposal for the Lisbon Group airports, minus the CO2 (carbon dioxide) modulation in the landing fees, the PMR fee and the security fee.

According to the same press release, at Lisbon airport, regulated fees showed an average increase of 12.45%, while at the airports in the Azores (Ponta Delgada, Santa Maria, Horta and Flores) the average increase was 7.47%.

At Madeira’s airports (Madeira and Porto Santo), the average increase in regulated rates is 7.92% and at Beja’s civil terminal, rates have risen by an average of 8.77%.

ANAC decided not to provisionally approve the PMR rate and the proposed modulation, taking into account that the information provided did not allow “an analysis of the adequacy of the planned means to the estimated traffic levels”, and not to issue an opinion on the proposed security fee, “since some increases in the cost base presented by ANA raise the need for further clarification with the concessionaire”.

The proposed modulation of the CO2 landing fee was also not approved, “because the information provided in the tariff consultation process did not allow us to assess whether it adhered to the principles of transparency, non-discrimination, proportionality and objectivity”.

At the end of November, Ana Vieira da Mata, ANAC’s nominee for president of the Board of Directors, said that the complaints about ANA’s proposed increase in airport taxes were being analyzed and that a decision would be made in December.

ANA – Aeroportos de Portugal has revised its tariff proposal for 2024 at national airports, now proposing an average increase of 14.55% overall, including adjustments for fees not charged in previous years.

Airlines such as Ryanair and easyJet have publicly warned of the impact of the “excessive increase” in airport taxes in Portugal, calling for the civil aviation regulator to intervene.
