IL kicks off legislature with proposals to repeal “Mais Habitação” and call for family doctor for all

The repeal of measures in the “More Housing” package or a draft resolution calling for family doctors for all are some of the first initiatives that IL will present in this legislature, the party told Lusa.

On the day that the Assembly of the Republic takes office, IL told Lusa of five pieces of legislation that it considers to be priorities for this legislature and that it will present today, either as electoral promises or as proposals that the party has already presented.

Of these five initiatives, three aim to reverse various housing measures implemented over the last eight years and two are draft resolutions – i.e. recommendations to the government without the force of law – in the area of health.

Among the novelties is a bill to revoke the state’s right of first refusal in private housing transactions, approved in 2019 as part of the Basic Housing Law, when the IL did not yet have a seat in parliament.

According to IL, this right of first refusal “has meant that many people have been denied access to housing by the state’s coercive intervention in the negotiation of the house they were trying to buy”, which has led them to look for housing “in other conditions, namely at less unaffordable prices, restricting the supply of housing through state intervention”.

“IL proposes removing this right of first refusal on all onerous transfers of buildings between private individuals, as well as in the case of joint property sales, as the law currently provides,” he said.

Alongside this measure, in the area of housing, the party is once again presenting two bills to repeal measures from the “More Housing” package, which came into force in October.

One of the bills aims to eliminate the measures that the IL considers to be “most burdensome” in this package, such as the “amendments that extend the possibility of coercive renting” or the “obligation for telecommunications companies and gas, electricity and water distributors to notify municipalities of an updated list of the absence of supply contracts or low consumption”.

The other piece of legislation wants to reverse the “disproportionate and persecutory changes to the local accommodation regime”, in particular the “re-examination of local accommodation registrations issued, the suspension of new local accommodation registrations and the tax increases, reflected in the IMI and the creation of the new extraordinary contribution, on apartments in local accommodation”.

“In addition to these eliminations, IL proposes to restore legal certainty for current owners of local accommodation, proposing the reinstatement of the rules for the cancellation of the operation of local accommodation by condominiums and safeguards on transferability,” reads the diploma in question.

This package of priority initiatives for the IL also includes two draft resolutions related to health: one, which had already been presented in the last legislature, recommends that the government return to the public-private partnership management model in the hospitals of Braga, Loures and Vila Franca de Xira.

The other, alluding to an IL election promise, asks the executive to “take the necessary measures to guarantee the objective of having a family doctor for all” citizens by 2028 and for all pregnant women, children under nine and the elderly over 65 by 2025.

In order to achieve this goal, the IL believes that the government should “strengthen the SNS by investing in model C Family Health Units (USF) and contracting with health services in the private and social sectors whenever necessary”.

To these initiatives, IL also adds a package of measures to uncomplicate and reduce bureaucracy in the state, authored by deputy Carlos Guimarães Pinto.
