President promulgates law repealing extraordinary contribution on LA

The President of the Republic has promulgated a decree authorizing the government to revoke the extraordinary contribution on accommodation (CEAL) and the setting of the coefficient of ageing applied to properties used for rental purposes, it was announced today.

A note published today on the official website of the Presidency of the Republic states that Marcelo Rebelo de Sousa “promulgated a diploma that, in the use of the legislative authorization granted […], proceeds to revoke the Extraordinary Contribution on Local Accommodation and to set the coefficient of vetustez applicable to local accommodation establishments”.

The same law that has now been enacted also “introduces IRS measures to facilitate geographical mobility”, as provided for in the legislative authorization and which have to do, in particular, with an IRS deduction for rents on permanent housing corresponding to the expenses that people who go to work more than 100 kilometers from their habitual residence have in renting their home.

The law now enacted repeals the CEAL and the setting of the coefficient of ageing for properties used as LA, for the purposes of setting IMI, with effect from December 31, 2023, annulling the practical effect of these two measures that had been contemplated in the Mais Habitação law.

The law that authorized the government to carry out these repeals had already been enacted by Marcelo Rebelo de Sousa on July 23.
