“Being here in Portugal was a great advantage because this country thinks of itself as the producer region of green hydrogen for Europe and also wants to be the port where green hydrogen imports arrive to distribute in the rest of the European continent. We can be that place where green hydrogen is exported,” he emphasized.

He added that the Government is currently working to move forward with the construction project of what would be the largest wind farm in the country, which would be located in La Guajira (Alfa and Beta Park).

“At this moment we are solving some environmental licensing issues and what the Portuguese company wants is that when we are ready, they can enter to negotiate. We have the natural capital and they have the financial capital, so it would be the perfect complement”, noted Minister Vélez.

She also assured that “we are now able to do things that were not part of the law and regulation before. At this moment we have an article in the PND that includes energy communities and what this means is that we will be able to develop regulations so that communities can integrate to produce energy, exchange among them and the Crec will have to create an organization to enable this possibility”.

Another price for gasoline

At this moment the National Government is evaluating in technical tables the possibility of creating a third price for gasoline to favor small consumers.

This comes after gasoline rose by more than $600s in May to close to $12,000 per gallon.

Vélez pointed out that in view of the disproportionate increase of gasoline at international level, they want to create a third fuel price scale in the country, this in order to positively impact the price for the so-called small consumers.

Attention: Government evaluates a differential rate to readjust the price of gasoline in Colombia.
She explained that this study is also evaluating the possibility of not taxing all gasoline with reference to the international value, this because about half of the fuel is made in Colombia.

He also specified that the so-called large consumers will be reviewed, among which are the ships that arrive in the country and buy gasoline with the subsidy that is more than $5000.

“The gasoline price stabilization fund has had a process for years, which has been defunded. That fund was thought as a mechanism when the country had enough resources through the collection of the same controlled gasoline price so that when it went up internationally it would be financed to control it”, mentioned the Minister.

She emphasized that the Government will review the methodology because the current one makes the gasoline gallon to be valued at the international price, but we are producers and 50% is national and mixed with imported gasoline.

“It does not make sense that 100% of the gasoline is passed to the international price”, said Vélez, who is accompanying President Gustavo Petro in the official visit that took place this week in Spain and Portugal.
