The special tax on new non-residents will end in 2024, as announced by the Prime Minister.
António Costa argued that the Government has decided not to prolong “a measure of fiscal injustice, which is no longer justified and which is a biased way of inflating the housing market, which has reached unsustainable prices”.
“Special taxation of non-habitual residents will cease in 2024. Whoever has it will retain it,” he said in reference to non-Portuguese residents who already enjoy this tax benefit.
According to the executive leader, “the measure for permanent residents has already served its purpose, so it makes no sense to maintain a tax on non-permanent residents.”
There was once a time when it was required. This measure was reasonable. Despite the end of the regime, 59% of beneficiaries remained in Portugal during the first decade. But at this juncture, it no longer makes sense,” he reiterated.
