Regulation of lobbying dominated public consultation on Anti-Corruption Agenda

The public consultation, which took place between July 2 and August 12, included proposals from professional associations, companies, non-governmental organizations, freelancers, state employees, and other citizens.

According to the Ministry of Justice, “a common theme among the contributions and comments received is their constructive nature and commitment to fighting corruption.” In addition to lobbying regulations, contributions were received regarding rules on ethics, transparency, and integrity in the state’s management of fraud, legislative footprint, interest registration, sanctioning regime, extended asset forfeiture, and means of obtaining evidence, as well as reward law and procedural speed.

The ministry adds in a statement that comments were also received on the functioning of the National Anti-Corruption Mechanism (MENAC), public procurement, public tenders, illicit enrichment, market and economic functioning, access to administrative documents, the responsibility of Public Administration bodies, and impediments to performing public functions.

“The implementation of the Anti-Corruption Agenda is underway with some measures in advanced development, such as the request for legislative authorization to establish electronic citation and notification (mandatory for companies and optional for individuals), the recent creation of the commission for the revision of Tax and Administrative Procedure, or the adoption by the Center for Judicial Studies of the 2024-25 training plan, providing continuous and specialized training for magistrates in matters identified in the Agenda as crucial for the fight against corruption.”

The ministry adds that updates on the implementation of other ongoing measures will be provided soon, without specifying which ones.
